By wet strength paper, we mean paper with wet strength agent added. Generally, the wet strength paper is judged by the following criteria: wet strength/dry strength (tensile strength) > 20%. In other words, wet strength paper is paper that retains more than 15% of its dry strength and can resist breaking or dissociation when exposed to moisture or immersed in water.
